Published by Marvel Comics Group. I really have no idea who the cover artist is, but I suppose it might be Sol Brodsky?? What I especially like about this cover is the hilariously melodramatic monologue. The cop says:

There he is... there is a representative of the worst class of human in the world... the criminal! Study him without his artificial bravery... without his manufactured glamor! There is the criminal as he really is!

I like the way this typical lawbreaker cringes like a frightened animal, and the way the little kid turns away in disgust. The contents of this book are fairly unremarkable; the stories consist of "Tiger By The Tail", "The Deadly Return", "Fragile Freight", and "Let's Play Detective" with Skip McCoy.
