Lawbreakers Suspense Stories 11, 1953

It's hard to know where to start with this cover, but I may as well begin by mentioning that this is possibly the most shocking and disturbing precode horror cover I've ever owned! The "Tongue Bandit's" eyes are simply riveting. The dialogue (in case it's hard to see) reads:
I know you are a mute, Miss Kimberly, but even if you could yell, the people downstairs couldn't call the police. You see ... I already cut all their tongues out!
Another interesting aspect to this cover is the standard (but perverse) practice of transposing aweful horror and sex; Miss Kimberly has some remarkable "headlights" covered only by a flimsy negligee!

Possibly the most surprising thing about this comic is that it actually has a story inside that's related to the cover image! Usually old comic covers are just "teasers" designed to sell the book, and the stories inside have nothing to do with the cover. But this issue actually has a well written story with a mute girl, severed tongues and a crazed maniac!
